THE PURPOSE OF THE BY-LAW IS to amend the Township of Drummond/North Elmsley Comprehensive Zoning By-law 2012-060 to remove the holding provision from the subject lands to permit the development of each residential lot.
PURPOSE OF THE HOLDING PROVISION: To prevent construction on certain lots within phase two of the plan of subdivision known as Wilson Creek. The holding zone is to be in place until water quality results meet parameters deemed acceptable by approval agencies on the affected lots. On June 25th, 2019 Council approved Bylaw No. 2019-037 which had the effect of implementing the holding provision. On January 30, 2024, the Township received a hydrogeological study, which has been peer-reviewed, confirming water quality as prescribed by the holding provision. The applicant has satisfied the condition of the holding provision and is applying to remove the holding (h) symbol.

Proposed Zoning By-law Amendment Application: A proposed site-specific amendment to Comprehensive Zoning By-law No. 2012-060, as amended, under Section 34 of The Planning Act, RSO 1990, affecting the lands identified above and as identified in the Key Map of this notice. The purpose of the amendment is to:
- Change the zoning of 1772 Richardson Sideroad from Institutional (I) to Rural Exception (RU-X) and the portion of lands of 2901 Drummond Concession 2 that are subject to the lot addition of consent file B23/049 that is currently zoned Rural (RU) to Rural Exception (RU-X) to allow the following additional uses:
- Retail store
- Market
- Office
- Studio
- Educational, Instructional, and Recreational Space
- Assembly space

Proposed Zoning By-law Amendment Application: A proposed site-specific amendment to Comprehensive Zoning By-law No. 2012-060, as amended, under Section 34 of The Planning Act, RSO 1990, affecting the lands identified above and as identified in Key Map of this notice. The purpose of the amendment is to:
- Allow an Animal Clinic a permitted use on a private right-of-way on the property that is subject to the zoning amendment.

Proposed Zoning By-law Amendment Application: A proposed site-specific amendment to Comprehensive Zoning By-law No. 2012-060, as amended, under Section 34 of The Planning Act, RSO 1990, for a lot located on, Part Lot 18, Concession 8, North Elmsley. The purpose of the amendment is to change the zoning of the property from Rural (RU) to Rural Temporary Use Zone (RUtx), to permit a Garden Suite to be constructed for a period of up to 20 years.

Proposed Zoning By-law Amendment Application: The proposed Zoning By-Law Amendment will amend Zoning By-Law No. 2012-060 to remove section 4.1 Accessory Apartments and include a new section 4.1 Additional Residentials Units (ARUs). The proposed regulations would permit ARUs on most properties that permit residential development as a primary use, expect the LSR zone. The amendment would allow for two ARUs to be located within the residential dwelling and one ARU to be located within an accessory structure.
