Sapling Giveaway Saturday May 2, 2026

The Township of Drummond/North Elmsley is giving away FREE TREE saplings to Township residents. Local Scouts will be on site helping to distribute the trees.

Public Meeting Date: May 12, 2026, at 3:00 p.m.

THE PURPOSE OF THE BY-LAW IS to amend the Township of Drummond/North Elmsley Comprehensive Zoning By-law 2012-060 to remove the holding provision from the subject lands. The removal of the Holding (h) symbol will permit the development of Phase 2 of the subdivision. Upon removal of the Holding provision, the lands will be zoned Residential Exception 15 (R-15).

PURPOSE OF THE HOLDING PROVISION: On February 11, 2025, Township Council passed By-law No. 2025-003, a Zoning By-law Amendment to rezone a portion of the subject lands. The amendment rezoned 26 residential lots from Rural to Residential Exception 15 – Holding (R-15-h), and an additional 26 lots from Rural to Residential Exception 15 (R-15), to facilitate the phased development of a 52-lot subdivision. By-law No. 2025-003 stipulates that the Holding (h) provision shall remain in place until the performance review outlined in the Hydrogeological Study is completed to the satisfaction of the Township.

Purpose and Effect of the Application

In 2025, the Township of Drummond/North Elmsley concluded a review and update to the Official Plan. The Official Plan update included such matters as ensuring conformity with Provincial and County policies, responding to changes in planning trends, and addressing housekeeping matters. The Township is now undertaking an update to its Comprehensive Zoning By-law and Zoning Schedules to implement the policies in its updated Official Plan and to address other housekeeping matters.

Proposed policy changes include provisions for hobby farms, accessory buildings, backyard hens, cabins, decks within waterbody setbacks, definitions, and other housekeeping matters. Updates to aggregate mapping and the zoning of existing subdivisions are also proposed. The Comprehensive Zoning By-law update applies to lands throughout the Township of Drummond/North Elmsley.

The draft Zoning By-law will be on the Township’s website www.dnetownship.ca on April 7th, 2026. Paper copies will be available at the Township Office upon request.

Public Open House

May 5th, 2026 - 5pm – 7pm

The Open House is being held to allow members of the public to ask questions in an informal setting related to the draft Zoning By-law Update. The purpose of the application:

Change the zoning of the property from Rural (RU) to Rural Exception (RU-X) with the following site-specific provisions proposed:

  • Notwithstanding Section 4.1.1 of this By-law, a maximum of two (2) additional residential units (ARUs) shall be permitted within the principal dwelling. Additional residential units shall not be permitted within an accessory use or building.

Construction is set to begin on Ferguson Falls Road (County Road 15) from May 21 to mid-August and may involve single lane closures and speed reductions.

Thomas Cavanagh Construction Company Limited is scheduled to begin the rehabilitation work from Pine Grove Road to Highway 7 for a distance of 4.8 km.

Lanark County Public Works indicates work will begin with drainage improvements, including culvert replacements, followed by pulverizing, adding granular material and paving with warm-mix asphalt. Single lane closures will be in place during working hours to facilitate construction work.

“This is another example of the county’s commitment to improving and maintain infrastructure to ensure public safety and responsible infrastructure management,” said Public Works Manager Sam Poole, adding the county appreciates the public’s patience during the construction period.

The county urges all drivers to exercise caution in work zones and to follow posted signage for their safety and the safety of construction crews.

2025 Sapling Giveaway & Planting

 The Township of Drummond/North Elmsley celebrated a successful community greening and climate action initiative on May 3rd, distributing 4,000 tree saplings to residents. The event saw strong community engagement, with residents eager to plant a variety of native trees on their properties.

A key element of the initiative's success was the invaluable support of local Scout troops. The Scouts played a significant role in the sapling giveaway, demonstrating their commitment to community service and environmental stewardship.

Beyond the giveaway, the Township extends its sincere appreciation to the Scouts for their hard work in planting an additional 1,000 tree saplings at the Code Road Landfill site. This important contribution will aid in the ecological restoration of the area and further the positive environmental impact of this project and the buffers located on-site.

"We are thrilled by the community's enthusiastic participation in our tree giveaway and deeply grateful for the dedication of our local Scouts to assist with the event," stated Reeve Steve Fouriner.

2025 Sapling Giveaway a Success!

With the help of the Scouts, the Township gave out 4,000 saplings on Saturday! In addition, the Scouts planted 1,000 saplings at the Code Road Landfill.

Update May 5 10:20am there are no saplings left. 
 
If you could not make the Saturday sapling giveaway or wanted to plant additional saplings, we have approximately 500 white pine saplings left. These saplings will be available at the front of the Municipal Office on a first-come, first-served basis to Drummond/North Elmsley Residents. There will be no limit on how many saplings you can take, but please only take as many as you can plant in the next 48 hours.
