Free and Low Cost meals are available in both Perth and Smiths Falls please see the schedules below.
Household food insecurity means not having enough money for nutritious food. Economic solutions to food insecurity take time but in the mean time we believe that everyone has the right to access healthy and safe food. Winter Storm Closures & Contact Information
A winter storm warning has been issued for our area and is expected to hit Thursday night through Saturday. The Municipal Office will be closed on Friday but staff will be responding to calls and emails up to 12:00 pm (noon). You can reach staff by calling 613 267 6500 and entering the extension for the staff member you are trying to reach and leaving a voicemail. If you do not know the extension you are trying to reach leave a detailed voicemail in the general mail box and your voicemail will be returned. The Municipal Office will remain closed during the holiday season from noon December 23 until January 3rd at 8:30 am.
The Roads Emergency Number is 613 267 6500 ext. 255 and will be monitored throughout the winter storm and the holiday season. For Trees that are on hydro lines please call Hydro One directly at 1-800-434-1235.
The Code Road Landfill will be remaining open on Friday December 23. The hours will be 10:00 am to 5:00pm please monitor the website for updates as the landfill may close earlier due to road conditions. For the Code Road Landfill Holiday schedule is available here
There are no changes to your curbside collection schedule during this holiday season. Please note Christmas Trees cannot be picked up through curbside and must be brought directly to the Code Road Landfill for disposal.
2022 Holiday Closures
Municipal Office
The Municipal Office will be closed on Friday December 23 at 12:00pm and will not reopen until Tuesday January 3 at 8:30 am. To report a livestock kill during this time call 613-200-0769 for a roads emergency call 613-267-6500 and then wait for the prompt to dial 255, no inspections will be done during this time.
Code Road Landfill
Please note that the landfill is still closed every Wedensday, Thursday and Sunday as per their regular hours. Also the ReUse Centre will be closed until spring.
There are NO changes to curbside collection this year due to the holidays. IMPORTANT Christmas Trees are not picked up at curb they must be directly brought to the Code Road Landfill.

Here are the highlights from the Township of Drummond/North Elmsley Council meeting held on Tuesday, December 13, 2022.
2023 Council and Committee of the Whole Meeting Calendar
Council approved the 2023 meeting schedule. Council meets the 2nd and 4th Tuesday of the month at 5:00 p.m. There are some exceptions that accommodate the Council vacation in the month of July and the Christmas Holidays where the meetings will occur on December 12 and 19.
By-laws:
Chain of Command Bylaw: The head of council has the authority to declare and terminate emergencies under the Emergency Management and Civil Protection Act. Other powers include taking such action and issuing orders as he or she considers necessary and are not contrary to law to implement the emergency plan of the municipality and to protect property and the health, safety and welfare of the inhabitants of the emergency area. It is crucial to have a command structure in place to deal with emergencies. In the event of absence by the Reeve or Deputy Reeve, the Chain of Command bylaw sets out the order of command for the Members of Council in an emergency.

Council Highlights November 22, 2022
Here are the highlights from the Township of Drummond/North Elmsley Council meeting held on Tuesday, November 22, 2022.
Road Allowance Land Exchange
Council passed a resolution to declare a portion of the unopened road allowance between Concession 6 and 7 Lot 3 surplus to its needs. The road allowance is blocked for usage by the rail tracks. The applicant, D. Scissons, proposes to exchange land with the Township and move the road allowance away from the tracks. The intent is to create a one-acre parcel which could be sold to the owner of a land-locked parcel to give him access to a public road.
Roadside Spraying
The Township will not be spraying noxious weeds on its roads. Instead, the weeds will be mowed.
By-laws:
- Grant Agreement with the Federation of Canadian Municipalities for asset management funding in the amount of $50,000.
- Appointments to the Township’s Emergency Management Municipal Control and Program Committee to recognize recent staff changes.
- Animal Control Services Agreement with Laura Lowson. The new contract covers a $250/month increase.
- Zoning Amendment for 145 Morris Road South to permit a four-unit townhouse.

Here are the highlights from the Township of Drummond/North Elmsley Inaugural Council meeting held on Tuesday, November 15, 2022.
Members of Council were sworn into office for the 2022-2026 term of Council. John Matheson was appointed as the Deputy Reeve. Both he and Reeve Steve Fournier will represent the Township on the County of Lanark Council (pictures following).
