Commissioner of Oaths

Written by

A Commissioner of Oaths is an official authorized by the Province of Ontario to administer oaths, affirmations, and statutory declarations, often for legal documents such as affidavits or sworn statements. Unlike a Notary Public, who has broader legal authority (such as certifying true copies), a Commissioner of Oaths focuses specifically on witnessing and verifying the signing of documents related to affirmations or oaths.

The Clerk, Deputy Clerk or Treasurer can assist you with commissioning documents by appointment only. They will ensure that the document is signed in their presence and that the individual declaring the document's contents is properly identified.

Documents That Can Be Signed by a Commissioner of Oaths:

  • Some Statutory Declarations: For example, declarations for pension purposes or OSAP applications.
  • Some Affidavits: Including those for name changes, or residency.
  • Travel Consent Letters: For minors traveling abroad.
  • Municipal Applications: Such as development permit or severance related declarations.
  • Some Government Forms: Forms requiring a sworn statement, as long as they are not specified for a Notary Public.

Documents That Cannot Be Signed by a Commissioner of Oaths:

  • Incomplete or incorrect documents.
  • Documents presented without proper identification.
  • Statements for which the Commissioner has a conflict of interest.
  • Fraudulent statements or statements where there is a suspicion of fraud.
  • Copies of original documents.
  • Documents requiring a Notary Public.
  • Last will and testament or power of attorney documents.
  • Legal documents including custody, property or financial matters.
  • Foreign language documents unless accompanied by an accurate English translation.

The Commissioner cannot provide legal advice or guidance on the content of documents.

ID Requirements

The request for Commissioner of Oaths service must be made by the individual taking the oath and signing the document. You will need to provide one original piece of government-issued photo identification (no photocopies) that includes both your photo and signature, such as a valid driver’s license or passport.

Please note, the Commissioner of Oaths cannot sign documents without proper identification.

Zoning By-Law Update

Written by

It is Time to Review & Update the Drummond/North Elmsley Zoning By-Law!

Proposed Zoning By-Law Updates and Documents

The Planning Act requires municipalities to review and update their Zoning By-laws to conform with the Official Plan within three years of an Official Plan update. The Township of Drummond/North Elmsley’s Official Plan update was completed in Fall 2025. Township staff have begun reviewing the Comprehensive Zoning By-law.

As part of this review, staff are proposing a number of amendments intended to improve clarity and functionality of the by-law. Proposed changes include provisions related to hobby farms, accessory buildings, backyard hens, cabins, decks within waterbody setbacks, updated definitions, and other housekeeping matters. Updates to aggregate mapping and the zoning of existing subdivisions are also proposed. Mapping will also be updated to address areas of the Township where zoning boundaries are not aligned with lot boundaries or environmental features. The Comprehensive Zoning By-law update will apply to lands throughout the Township of Drummond/North Elmsley.

FLOODING REPORTS

Mississippi Valley Conservation Authority

2026 04 22 MVCA

A Flood Warning Statement indicates that flooding is imminent or already occurring in specific watercourses or municipalities. Municipalities and individuals should act to deal with flood conditions. This may include road closures and evacuations.

This Flood Warning is an update to the Flood Watch for the Mississippi River Watershed issued  on April 20, 2026.

This update applies to Dalhousie Lake and flood prone areas along the Mississippi River. Upper Lakes and major tributaries remain in a Flood Watch condition, see details below.

Weather Forecast: Conditions are expected to stay generally dry this week. Cumulative total rainfall over the next seven days is expected to remain low, with less than 20mm forecasted across the region. Air temperatures for the next two weeks are to remain mild with forecasted daily highs around 10 to 15°C.

Watershed Conditions: Water levels and flows are elevated across the watershed.

FLOOD WARNING:

The Mississippi River continues to rise as water moves through the system. Dalhousie Lake surpassed the 1:10 year flood threshold (157.50 masl) yesterday and continues to climb towards the 1:25 year flood threshold (157.80 masl) today, with current levels reaching 157.60 masl. The lake is expected to rise an additional 10 cm in the next 24 hours. Water levels and flows are expected to continue rising in the Mississippi River downstream of Dalhousie Lake. Residents in flood prone or low-lying areas historically susceptible to flooding should take the necessary precautions to protect their property.

FLOOD WATCH:

Upper Lakes (Shabomeka, Mazinaw, Little Marble, Marble, Kashwakamak, Big Gull, and Mississagagon) remain in seasonal flood conditions. Water levels have peaked and are expected to begin gradually receding this week with the forecasted break from the rain.

Major Tributaries (Clyde River, Fall River, and Indian River) have peaked and levels and flows along these systems are receding towards seasonal levels.

Risks: Rivers and streams are experiencing higher water levels, fast flowing water and slippery or unstable banks. Roads, driveways, and properties in flood-prone areas could be impacted.

Actions: Residents are reminded to stay off all water bodies due to high flows and slippery conditions. Parents are encouraged to remind children about these dangers and provide appropriate supervision.

Residents in flood prone areas are advised to maintain close watch on water levels and flows and take the necessary precautions to protect their property by:

  • Ensuring sump pumps are clear, in good working condition and have a backwater valve.
  • Having a portable generator and backup pump available.
  • Ensuring downspouts are clear and the outlet is at least 3 meters from any structure.
  • Removing or securing items that might float away if flows increase.
  • Keeping emergency phone numbers handy.
  • Familiarizing yourself with your municipality’s emergency preparedness plan.

Duration: This message is in effect until April 28, 2026 or until an update has been issued.

For More Information: Daily water levels and flows are available on the MVCA website at www.mvc.on.ca/water-levels. For more information, contact:

NEWSROOMS PLEASE NOTE:

See below for watershed conditions terminology:

Watershed Conditions Statement: General notice of weather conditions that could pose a risk to personal safety or which have the potential to lead to flooding. There are two variations of these:

  • Water Safety Statement: High flows, unsafe banks, melting ice or other factors could be dangerous for recreational users such as anglers, canoeists, hikers, children, pets, etc. Flooding is not expected.
  • Flood Outlook Statement: Early notice of the potential for flooding based on weather forecasts calling for heavy rain, snowmelt, high wind or other conditions that could lead to high runoff, cause ice jams, lakeshore flooding or erosion.

Flood Watch: Flooding is possible in specific watercourses or municipalities. Municipalities, emergency services and individual landowners in flood-prone areas should prepare.

Flood Warning: Flooding is imminent or already occurring in specific watercourses or municipalities. Municipalities and individuals should act to deal with flood conditions. This may include road closures and evacuations.
